font-size: 16px; text-align: justify; text-indent: 2em; line-height: 2em; visibility: visible;">新修订的电动自行车强制性国家标准《电动自行车安全技术规范》（GB 17761—2024）（以下简称新国标）已于2025年9月1日正式实施，电动自行车用锂离子蓄电池、充电器也已纳入强制性产品认证（CCC认证）管理。为切实保障电动自行车产品质量安全，特提示如下：<p style="margin-bottom: 16px; list-style: none; color: rgb(51, 51, 51); font-family: "Microsoft YaHei", 宋体, tahoma, Verdana, arial, sans-serif; font-size: 16px; text-align: justify; text-indent: 2em; line-height: 2em; visibility: visible;">一、关键时间节点<p style="margin-bottom: 16px; list-style: none; color: rgb(51, 51, 51); font-family: "Microsoft YaHei", 宋体, tahoma, Verdana, arial, sans-serif; font-size: 16px; text-align: justify; text-indent: 2em; line-height: 2em; visibility: visible;">1.2025年9月1日起，不符合新国标要求、未依据新国标取得CCC认证的电动自行车不得生产、出厂。符合旧国标（GB 17761—2018）要求且取得旧国标CCC认证的电动自行车，已于2025年8月31日前出厂或者进口的，可销售至2025年11月30日。<p style="margin-bottom: 16px; list-style: none; color: rgb(51, 51, 51); font-family: "Microsoft YaHei", 宋体, tahoma, Verdana, arial, sans-serif; font-size: 16px; text-align: justify; text-indent: 2em; line-height: 2em; visibility: visible;">2.2025年11月1日起，电动自行车用锂离子蓄电池、充电器须经CCC认证，方可出厂、销售、进口或在经营活动中使用。<p style="margin-bottom: 16px; list-style: none; color: rgb(51, 51, 51); font-family: "Microsoft YaHei", 宋体, tahoma, Verdana, arial, sans-serif; font-size: 16px; text-align: justify; text-indent: 2em; line-height: 2em; visibility: visible;">3.2025年12月1日起，不符合新国标要求、未依据新国标取得CCC认证的电动自行车禁止销售。<p style="margin-bottom: 16px; list-style: none; color: rgb(51, 51, 51); font-family: "Microsoft YaHei", 宋体, tahoma, Verdana, arial, sans-serif; font-size: 16px; text-align: justify; text-indent: 2em; line-height: 2em;">二、合规经营提醒<p style="margin-bottom: 16px; list-style: none; color: rgb(51, 51, 51); font-family: "Microsoft YaHei", 宋体, tahoma, Verdana, arial, sans-serif; font-size: 16px; text-align: justify; text-indent: 2em; line-height: 2em;">1.生产企业应当合理规划生产和申请新国标CCC认证，2025年9月1日起生产、出厂且在国内销售的电动自行车应当符合新国标要求，并取得新国标CCC认证。<p style="margin-bottom: 16px; list-style: none; color: rgb(51, 51, 51); font-family: "Microsoft YaHei", 宋体, tahoma, Verdana, arial, sans-serif; font-size: 16px; text-align: justify; text-indent: 2em; line-height: 2em;">2.销售者应当建立进货查验制度，合理规划采购。已采购的符合旧国标要求并取得旧国标CCC认证的电动自行车，可以销售到2025年11月30日；2025年12月1日起销售的电动自行车应当符合新国标要求并取得新国标CCC认证。<p style="margin-bottom: 16px; list-style: none; color: rgb(51, 51, 51); font-family: "Microsoft YaHei", 宋体, tahoma, Verdana, arial, sans-serif; font-size: 16px; text-align: justify; text-indent: 2em; line-height: 2em;">三、主要技术调整<p style="margin-bottom: 16px; list-style: none; color: rgb(51, 51, 51); font-family: "Microsoft YaHei", 宋体, tahoma, Verdana, arial, sans-serif; font-size: 16px; text-align: justify; text-indent: 2em; line-height: 2em;">1.整车质量：使用铅酸蓄电池的电动自行车，整车质量上限由55kg调整为63kg；使用其他类型蓄电池的电动自行车，整车质量仍需≤55kg。<p style="margin-bottom: 16px; list-style: none; color: rgb(51, 51, 51); font-family: "Microsoft YaHei", 宋体, tahoma, Verdana, arial, sans-serif; font-size: 16px; text-align: justify; text-indent: 2em; line-height: 2em;">2.脚踏功能：仅电驱动的电动自行车，可选择设置脚踏骑行装置；具备电助力功能的电动自行车，必须保留脚踏骑行装置。<p style="margin-bottom: 16px; list-style: none; color: rgb(51, 51, 51); font-family: "Microsoft YaHei", 宋体, tahoma, Verdana, arial, sans-serif; font-size: 16px; text-align: justify; text-indent: 2em; line-height: 2em;">3.塑料占比：强化非金属材料防火阻燃要求，电动自行车塑料总质量不得超过整车质量的5.5%。<p style="margin-bottom: 16px; list-style: none; color: rgb(51, 51, 51); font-family: "Microsoft YaHei", 宋体, tahoma, Verdana, arial, sans-serif; font-size: 16px; text-align: justify; text-indent: 2em; line-height: 2em;">4.尺寸限制：车体宽度（不含车把、脚蹬、后视镜及连接杆）由≤45cm调整为≤40cm。<p style="margin-bottom: 16px; list-style: none; color: rgb(51, 51, 51); font-family: "Microsoft YaHei", 宋体, tahoma, Verdana, arial, sans-serif; font-size: 16px; text-align: justify; text-indent: 2em; line-height: 2em;">5.后视镜：鼓励加装。<p style="margin-bottom: 16px; list-style: none; color: rgb(51, 51, 51); font-family: "Microsoft YaHei", 宋体, tahoma, Verdana, arial, sans-serif; font-size: 16px; text-align: justify; text-indent: 2em; line-height: 2em;">6.整车编码：需采用耐高温永久性标识。<p style="margin-bottom: 16px; list-style: none; color: rgb(51, 51, 51); font-family: "Microsoft YaHei", 宋体, tahoma, Verdana, arial, sans-serif; font-size: 16px; text-align: justify; text-indent: 2em; line-height: 2em;">7.制动与性能：优化制动性能（缩短了湿态条件下刹车距离），完善电动机性能要求（车辆能够应对短距离爬坡等特殊工况，满足正常骑行需求；同时，电动机在输入电压达到最大时车速也无法超过25km/h，防止超速行驶。）<p style="margin-bottom: 16px; list-style: none; color: rgb(51, 51, 51); font-family: "Microsoft YaHei", 宋体, tahoma, Verdana, arial, sans-serif; font-size: 16px; text-align: justify; text-indent: 2em; line-height: 2em;">8.防篡改：强化电池组、控制器、限速器的防篡改设计，明确“一车一池一充一码”及互认协同要求。<p style="margin-bottom: 16px; list-style: none; color: rgb(51, 51, 51); font-family: "Microsoft YaHei", 宋体, tahoma, Verdana, arial, sans-serif; font-size: 16px; text-align: justify; text-indent: 2em; line-height: 2em;">9.安全监测：增加北斗定位、通信与动态监测功能。用于城市物流、商业租赁等经营性用途的电动自行车必须安装北斗模块；其他普通家用电动自行车，消费者自主选择是否保留北斗模块。<p style="margin-bottom: 16px; list-style: none; color: rgb(51, 51, 51); font-family: "Microsoft YaHei", 宋体, tahoma, Verdana, arial, sans-serif; font-size: 16px; text-align: justify; text-indent: 2em; line-height: 2em;">10.使用年限：要求在铭牌、产品合格证上标注建议使用年限。<p style="margin-bottom: 16px; list-style: none; color: rgb(51, 51, 51); font-family: "Microsoft YaHei", 宋体, tahoma, Verdana, arial, sans-serif; font-size: 16px; text-align: justify; text-indent: 2em; line-height: 2em;">11.CCC认证：电动自行车整车及电动自行车用锂离子蓄电池、充电器需要独立认证。整车认证包含对锂离子蓄电池、充电器的兼容性审查，但不替代锂离子蓄电池、充电器的独立认证。<p style="margin-bottom: 16px; list-style: none; color: rgb(51, 51, 51); font-family: "Microsoft YaHei", 宋体, tahoma, Verdana, arial, sans-serif; font-size: 16px; text-align: justify; text-indent: 2em; line-height: 2em;">12.企业生产能力：生产企业应当具有与整车产能相匹配的整车及车架等主要零部件的生产能力、检测能力和质量控制能力。<p style="margin-bottom: 16px; list-style: none; color: rgb(51, 51, 51); font-family: "Microsoft YaHei", 宋体, tahoma, Verdana, arial, sans-serif; font-size: 16px; text-align: justify; text-indent: 2em; line-height: 2em;">四、相关法律责任<p style="margin-bottom: 16px; list-style: none; color: rgb(51, 51, 51); font-family: "Microsoft YaHei", 宋体, tahoma, Verdana, arial, sans-serif; font-size: 16px; text-align: justify; text-indent: 2em; line-height: 2em;">1.《中华人民共和国产品质量法》第四十九条规定：生产、销售不符合保障人体健康和人身、财产安全的国家标准、行业标准的产品的，责令停止生产、销售，没收违法生产、销售的产品，并处违法生产、销售产品（包括已售出和未售出的产品，下同）货值金额等值以上三倍以下的罚款；有违法所得的，并处没收违法所得；情节严重的，吊销营业执照；构成犯罪的，依法追究刑事责任。<p style="margin-bottom: 16px; list-style: none; color: rgb(51, 51, 51); font-family: "Microsoft YaHei", 宋体, tahoma, Verdana, arial, sans-serif; font-size: 16px; text-align: justify; text-indent: 2em; line-height: 2em;">2.《中华人民共和国认证认可条例》六十六条规定：列入目录的产品未经认证，擅自出厂、销售、进口或者在其他经营活动中使用的，责令限期改正，处5万元以上20万元以下的罚款；未经认证的违法产品货值金额不足1万元的，处货值金额2倍以下的罚款；有违法所得的，没收违法所得。<p style="margin-bottom: 16px;
