max-width: 100%; font-family: 宋体, SimSun; visibility: visible; box-sizing: border-box !important;">一、</span></strong><span style="outline: 0px; max-width: 100%; font-family: 宋体, SimSun; visibility: visible; box-sizing: border-box !important;">违规三轮四轮电动车是指未经工信部许可生产，未列入《道路机动车辆生产企业及产品公告》，车辆性能不符合机动车安全技术标准，使用电力驱动用于载客或载货的三轮四轮车辆。</span></p><p style="outline: 0px; max-width: 100%; text-align: justify; line-height: 2em; text-indent: 2em; visibility: visible; box-sizing: border-box !important;"><strong style="outline: 0px; max-width: 100%; visibility: visible; box-sizing: border-box !important;"><span style="outline: 0px; max-width: 100%; font-family: 宋体, SimSun; visibility: visible; box-sizing: border-box !important;">二、</span></strong><span style="outline: 0px; max-width: 100%; font-family: 宋体, SimSun; visibility: visible; box-sizing: border-box !important;">全市范围内严禁生产、销售违规三轮四轮电动车。违规生产、销售的，由经信、市场监督管理等部门依法实施处罚。构成犯罪的，依法追究刑事责任。自本通告发布之日起，任何单位和个人不得新增违规三轮四轮电动车。</span></p><p style="outline: 0px; max-width: 100%; text-align: justify; line-height: 2em; text-indent: 2em; visibility: visible; box-sizing: border-box !important;"><strong style="outline: 0px; max-width: 100%; visibility: visible; box-sizing: border-box !important;"><span style="outline: 0px; max-width: 100%; font-family: 宋体, SimSun; visibility: visible; box-sizing: border-box !important;">三、</span></strong><span style="outline: 0px; max-width: 100%; font-family: 宋体, SimSun; visibility: visible; box-sizing: border-box !important;">对本通告发布前购买的违规三轮四轮电动车设置过渡期，过渡期截至2025年9月20日。过渡期内应当取得备案登记号牌后上道路行驶，并遵守相关通行规定，不得违规载人载物或从事客货运输。违反通行规定的，由公安机关等部门依法查处。</span></p><p style="outline: 0px; max-width: 100%; text-align: justify; line-height: 2em; text-indent: 2em; visibility: visible; box-sizing: border-box !important;"><strong style="outline: 0px; max-width: 100%; visibility: visible; box-sizing: border-box !important;"><span style="outline: 0px; max-width: 100%; font-family: 宋体, SimSun; visibility: visible; box-sizing: border-box !important;">四、</span></strong><span style="outline: 0px; max-width: 100%; font-family: 宋体, SimSun; visibility: visible; box-sizing: border-box !important;">过渡期后（2025年9月21日起），违规三轮四轮电动车不得上道路行驶，不得在道路、广场、停车场等公共场所停放。违规上道路行驶或停放的，由公安机关、城管、交通运输等有关执法部门依法查处。</span></p><section style="outline: 0px; max-width: 100%; text-align: justify; text-indent: 2em; line-height: 2em; box-sizing: border-box !important;"><strong style="outline: 0px; max-width: 100%; box-sizing: border-box !important;"><span style="outline: 0px; max-width: 100%; font-family: 宋体, SimSun; box-sizing: border-box !important;">五、</span></strong><span style="outline: 0px; max-width: 100%; font-family: 宋体, SimSun; box-sizing: border-box !important;">过渡期内，用于邮政寄递、城市管理的三轮四轮电动车，行业主管部门要制定各自行业三轮四轮电动车使用管理办法，加强日常管理。</span></section><section style="outline: 0px; max-width: 100%; text-align: justify; text-indent: 2em; line-height: 2em; box-sizing: border-box !important;"><strong style="outline: 0px; max-width: 100%; box-sizing: border-box !important;"><span style="outline: 0px; max-width: 100%; font-family: 宋体, SimSun; box-sizing: border-box !important;">六、</span></strong><span style="outline: 0px; max-width: 100%; font-family: 宋体, SimSun; box-sizing: border-box !important;">工厂厂区、旅游景区、游乐场所等特定区域使用的电动车辆按照场（厂）内专用车辆规定管理，不得上道路行驶。电动车销售商不得假借场（厂）内专用车辆的名义销售违规三轮四轮电动车。</span></section><p style="outline: 0px; max-width: 100%; text-align: justify; line-height: 2em; text-indent: 2em; box-sizing: border-box !important;"><strong style="outline: 0px; max-width: 100%; box-sizing: border-box !important;"><span style="outline: 0px; max-width: 100%; font-family: 宋体, SimSun; box-sizing: border-box !important;">七、</span></strong><span style="outline: 0px; max-width: 100%; font-family: 宋体, SimSun; box-sizing: border-box !important;">拒不执行本通告，阻碍执法机关依法执行公务或者借机聚众闹事、扰乱公共秩序等违法行为，由公安机关依照《中华人民共和国治安管理处罚法》予以处罚。涉嫌犯罪的，依法移送司法机关追究刑事责任。</span></p><section style="outline: 0px;
