line-height: 1.75em;'><section style='display: inline-block;'><section style='display: flex;align-items: center;'><section style='flex-shrink: 0;'><section style='width: 7px;height: 7px;background-color: rgb(113, 141, 255);border-radius: 100%;overflow: hidden;'><br></section></section><section style='padding-left: 10px;font-size: 15px;color: rgb(51, 51, 51);text-align: center;'><span style='color: rgb(0, 0, 0);'><strong data-brushtype="text">一、严格执行强制性国家标准</strong></span></section></section><section data-width="100%" style='margin-top: 4px;width: 100%;height: 1px;border-bottom: 1px solid rgb(116, 145, 255);overflow: hidden;'><br></section></section></section></section><section style='line-height: 1.75em;'><br></section><p style='line-height: 1.75em;text-indent: 2em;'><span style='letter-spacing: 1.5px;color: rgb(0, 0, 0);font-size: 15px;'>现行的电动自行车安全强制性国家标准包括GB 17761—2018《电动自行车安全技术规范》、GB 42295—2022《电动自行车电气安全要求》、GB 42296—2022《电动自行车用充电器安全技术要求》、GB 43854—2024《电动自行车用锂离子蓄电池安全技术规范》等。</span></p><p style='line-height: 1.75em;text-indent: 2em;'><br></p><p style='line-height: 1.75em;text-indent: 2em;'><span style='letter-spacing: 1.5px;color: rgb(0, 0, 0);font-size: 15px;'>GB 42295—2022《电动自行车电气安全要求》第1号修改单、GB 42296—2022《电动自行车用充电器安全技术要求》第1号修改单、GB 43854—2024《电动自行车用锂离子蓄电池安全技术规范》将于2024年11月1日起实施。根据《中华人民共和国标准化法》第二十五条规定，自2024年11月1日起，不符合GB 42295—2022《电动自行车电气安全要求》及第1号修改单要求的电动自行车、装配充电器不符合GB 42296—2022《电动自行车用充电器安全技术要求》及第1号修改单的电动自行车、装配锂离子蓄电池不符合GB 43854—2024《电动自行车用锂离子蓄电池安全技术规范》的电动自行车不得生产、销售、进口。</span></p><p style='line-height: 1.75em;text-indent: 2em;'><br></p><p style='line-height: 1.75em;text-indent: 2em;'><span style='letter-spacing: 1.5px;color: rgb(0, 0, 0);font-size: 15px;'>市场监管总局将前述4项强制性国家标准及修改单，作为电动自行车强制性产品认证依据标准。根据《中华人民共和国认证认可条例》第二十七条，自2024年11月1日起，对新提出认证委托的电动自行车，应符合前述强制性国家标准及修改单要求，经过认证并标注认证标志后，方可出厂、销售、进口或者在其他经营活动中使用。认证委托人可自愿提前实施。</span></p><section style='line-height: 1.75em;'><br></section><section data-role="title" data-tools="135编辑器" data-id="147340"><section style='margin: 10px auto; line-height: 1.75em;'><section style='display: inline-block;'><section style='display: flex;align-items: center;'><section style='flex-shrink: 0;'><section style='width: 7px;height: 7px;background-color: rgb(113, 141, 255);border-radius: 100%;overflow: hidden;'><br></section></section><section style='padding-left: 10px;font-size: 15px;color: rgb(51, 51, 51);text-align: center;'><span style='color: rgb(0, 0, 0);'><strong data-brushtype="text">二、严格实施强制性产品认证</strong></span></section></section><section data-width="100%" style='margin-top: 4px;width: 100%;height: 1px;border-bottom: 1px solid rgb(116, 145, 255);overflow: hidden;'><br></section></section></section></section><section style='line-height: 1.75em;'><br></section><p style='line-height: 1.75em;text-indent: 2em;'><span style='letter-spacing: 1.5px;color: rgb(0, 0, 0);font-size: 15px;'>电动自行车强制性产品认证各指定认证机构应当严格依据前述4项强制性国家标准及修改单对电动自行车实施认证，及时修订完善认证实施规则，控制并验证获证产品与型式试验样品的一致性、生产企业的质量保证能力持续符合认证要求，对获证产品加大市场抽样检测或者检查力度，保证认证结论客观、真实并承担相应法律责任。</span></p><p style='line-height: 1.75em;text-indent: 2em;'><br></p><p style='line-height: 1.75em;text-indent: 2em;'><span style='letter-spacing: 1.5px;color: rgb(0, 0, 0);font-size: 15px;'>认证委托人对其已获得强制性产品认证的电动自行车，应在2024年10月31日前符合前述4项强制性国家标准及修改单要求并完成认证变更。逾期未完成认证变更的，指定认证机构对认证证书作出暂停处理，暂停期不超过3个月。认证委托人在2024年10月31日前主动提出暂停认证证书的，暂停期可延长至1年。暂停期内完成认证变更的，恢复认证证书有效；暂停期满仍不能完成认证变更的，撤销认证证书。</span></p><p style='line-height: 1.75em;text-indent: 2em;'><br></p><p style='line-height: 1.75em;text-indent: 2em;'><span style='letter-spacing: 1.5px;color: rgb(0, 0, 0);font-size: 15px;'>根据《强制性产品认证管理规定》第二十九条，获证产品被注销、暂停或者撤销认证证书的，认证机构应当确定不符合认证要求的产品类别和范围。自认证证书注销、撤销之日起或者认证证书暂停期间，不符合认证要求的产品，不得继续出厂、销售、进口或者在其他经营活动中使用。</span></p><p style='line-height: 1.75em;text-indent: 2em;'><br></p><section data-role="title" data-tools="135编辑器" data-id="147340"><section style='margin: 10px auto;
