0);'>沿淮洼地还是安徽省乃至全国的重要商品粮基地，地域广袤、人口集聚。改善当地生产生活条件始终是六安历届党委政府的大事要事。多年来，六安市先后通过修建庄台、保庄圩，实施易地搬迁安置，加快行蓄洪区安全建设等举措，逐步解决了行蓄洪区内人口居住不安全问题。同时进一步谋划论证安徽省沿淮行蓄洪区等其他洼地治理工程（以下简称洼地治理工程），积极配合安徽省水利厅推动项目上马，牵头负责项目前期工作，该项目于2020年列入国家150项重大水利工程清单。</span></p></section></section><section 2em;'>洼地治理工程建设范围包括沿淮洼地、淮北平原洼地和淮南支流洼地共30片洼地，治理面积4722平方公里。主要通过疏浚河道，加固低洼地圩区堤防，新建、重建、更新改造排涝泵站、涵闸等建筑物等措施，完善治理区防洪排涝体系。该项目总投资102.55亿元，涉及六安、宿州、蚌埠、阜阳、淮南、滁州六个地市的28个县（市、区）。其中六安市境内投资39.72亿元，2024年度获增发国债资金支持13.03亿元。是当前六安市单项水利投资最大的项目，建设总工期36个月。<br></span></p><p 0);'>洼地治理工程（六安段）治理范围大，涉及六安市境内6个县区1098平方公里，如何高效全方位地进行工程建管是项目全面开工前首当其冲的难题。为此，六安市探索采取“统分结合”的建设管理模式。在机构组建上，由市级水利部门担任项目法人，负责统筹协调指导项目建管；承担具体工程建设任务的县区各自成立现场管理机构，具体负责工程实施和现场管理。在人员配备上，市级建管处安排经验足、能力强、有担当的资深业务骨干，分区分片定点联系服务县区；县区级根据实际需要配备了一批能吃苦、能干事的老中青水利技术人员。对工程施工质量、安全、进度进行全方位管理。</span></p></section></section></section></section></section><section
