line-height: 2em; text-indent: 2em; -webkit-tap-highlight-color: transparent; outline: 0px; max-width: 100%; background-color: rgb(0, 128, 255); color: rgb(255, 255, 255);">2.合理划定招生范围。各县区教育行政部门要根据县域内适龄儿童少年人数、学校分布、学校规模、班额规定、交通状况等因素，按照确保公平和免试就近入学的原则，科学合理制定本地公办义务教育学校学区划分方案，确保义务教育免试就近入学政策全覆盖。学区划定后应保持相对稳定，确需调整的，各县区教育行政部门要邀请相关单位和家长代表对方案进行论证，并报县区人民政府同意，提前向社会公布，并做好政策宣传。公办义务教育学校要严格执行免试、划片、就近入学的要求，按照本地教育行政部门划定的学区招收适龄儿童少年入学，不得违规招收学区外的适龄儿童少年入学。乡镇寄宿制义务教育学校由县区教育行政部门根据本地实际情况，可在县域内确定招生范围。严禁收取择校费、与招生入学挂钩的赞助费等。 <p style="-webkit-tap-highlight-color: transparent; outline: 0px; max-width: 100%; clear: both; min-height: 1em; letter-spacing: 2px; color: rgb(0, 0, 0); line-height: 2em; text-indent: 2em; font-size: 15px; box-sizing: border-box !important;">3.规范报名信息采集。各县区教育行政部门要健全义务教育入学报名登记制度，按照“材料非必要不提供，信息非必要不采集”原则，提前明确并广泛宣传报名登记所需材料、报名时间和办理方式。应当采集学生基本信息、家庭住址及家长姓名、联系方式等必要信息，严禁采集学生家长职务和收入信息。信息采集工作应在招生入学时一次性采集，不得利用各类APP、小程序随意反复采集学生相关信息。全面清理取消学前教育经历、计划生育证明、超过正常入学年龄证明等无谓证明材料；预防接种证明不作为入学报名前置条件，可通过大数据查询或在开学后及时要求学生提供。要落实“高效办成一件事”工作要求，加快推进区域内户籍、居住证、房产、疫苗接种、社保等入学相关信息共享，逐步实现网上报名、材料审核和录取，切实为群众办事提供便利。全市各地中小学入学报名工作须统一通过“皖事通”上的“安徽省中小学入学登记服务”入口开展。 <p style="-webkit-tap-highlight-color: transparent; outline: 0px; max-width: 100%; clear: both; min-height: 1em; letter-spacing: 2px; color: rgb(0, 0, 0); line-height: 2em; text-indent: 2em; font-size: 15px; box-sizing: border-box !important;">4.依法保障入学权利。各县区教育行政部门要严格落实《中华人民共和国义务教育法》《中华人民共和国未成年人保护法》等法律规定，依法保障适龄儿童少年接受义务教育的权利。适龄儿童少年因身体状况确需延缓入学或者休学的，其父母或者其他法定监护人应当提出申请，由当地乡镇人民政府或者县区教育行政部门批准。各县区教育行政部门要切实履行好义务教育控辍保学法定职责，发挥联控联保工作机制作用，切实做好控辍保学工作。小学入学年龄原则上截至2025年8月31日年满6周岁，在学校有空余学位的情况下，可以适当放宽，但截至2025年12月31日须年满6周岁，对于放宽年龄招收的，必须公开规范办理。各县区教育行政部门要认真排查并依法依规严肃查处社会培训机构等以“国学班”“读经班”“私塾”等形式替代义务教育的非法行为。父母或者其他法定监护人无正当理由未送适龄儿童少年入学接受义务教育或造成辍学，情节严重或构成犯罪的，依法追究其法律责任。 <p style="-webkit-tap-highlight-color: transparent; outline: 0px; max-width: 100%; clear: both; min-height: 1em; letter-spacing: 2px; color: rgb(0, 0, 0); line-height: 2em; text-indent: 2em; font-size: 15px; box-sizing: border-box !important;">3.保持示范高中指标分配政策。按照不低于当地省示范性普通高中招生计划85%的比例切块分解到初中学校，按志愿从高分到低分依次录取，不得单独设置指标到校生最低录取分数线。到校指标原则上根据各初中实际在籍且就读满三年以及报名参加初中学业水平考试的毕业年级学生数，按比例切块分配，指标分配向乡村初中和薄弱学校倾斜，严禁将指标分配与初中升学率挂钩；落实属地招生要求，严禁跨区域分配指标，防止跨区域掐尖招生。 <p style="-webkit-tap-highlight-color: transparent; outline: 0px; max-width: 100%; clear: both; min-height: 1em; letter-spacing: 2px; color: rgb(0, 0, 0); line-height: 2em; text-indent: 2em; font-size: 15px; box-sizing: border-box !important;">4.严格规范招生行为。普通高中要严格按照市教体局统一批准的招生计划、范围、标准和方式同步招生。严禁以任何形式提前组织招生、免试招生、超计划招生、违规跨区域招生、“掐尖”招生；严禁学校间混合招生、招生后违规办理转学；严禁公办学校参与举办的民办学校以公办学校名义招揽生源；严禁与社会培训机构联合组织以选拔生源为目的的各类考试，或采用社会培训机构组织的考试结果作为招生依据；严禁以高额物质奖励、免收学费、虚假宣传等方式争抢生源；严禁招收已被中等职业学校录取的学生；严禁录取未参加初中学业水平考试、未达到考试所在地普通高中录取分数线或未填报普通高中志愿的学生；严禁招收借读生、人籍分离、空挂学籍；严禁收取择校费、与招生入学挂钩的赞助费以及跨学期收取学费；严禁公布、宣传、炒作中考“状元”和升学率。普通高中自主招生计划必须报请市教体局审核同意，且名额不得超过本校当年招生计划的5%，招生录取名单须通过门户网站或其他方式向社会公布。对2024年秋学期以来违规办学被市级及以上教育行政部门通报或约谈的普通高中，严控其招生计划；对屡禁不止或整改不力的，将削减其招生计划。 <p style="-webkit-tap-highlight-color: transparent;
