致全县牛羊生产经营者的一封信
全县牛羊养殖、屠宰、经营各环节从业者：</span></p><p style="text-indent: 2em;line-height: 2em;font-size: 15px;"><span leaf="">肉类产品质量安全关系着人民群众身体健康、市场秩序稳定和产业长远发展。为共同维护本县牛羊肉品质安全，保障消费者合法权益，现将相关事项告知如下：</span></p><p style="text-indent: 2em;line-height: 2em;font-size: 15px;"><strong>一、牛羊养殖、屠宰、经营者主体责任和要求</strong></p><p style="text-indent: 2em;line-height: 2em;font-size: 15px;"><span leaf="">（一）牛羊养殖者</span></p><p style="text-indent: 2em;line-height: 2em;font-size: 15px;"><span leaf="">1.规范引种：要从正规渠道购买架子牛、羊进行育肥或种牛、种羊进行繁育，保留购销合同和用药记录等证据。</span></p><p style="text-indent: 2em;line-height: 2em;font-size: 15px;"><span leaf="">2.规范使用投入品：要从正规渠道购买兽药、饲料和饲料添加剂等，主动索取并保存购买凭据，保存相关凭证至少2年。严禁购买和使用“瘦肉精”等禁用物质、停用兽药以及假、劣兽药、人用药、原料药和未赋二维码的兽药。</span></p><p style="text-indent: 2em;line-height: 2em;font-size: 15px;"><span leaf="">3.严格记录：养殖过程要填写《养殖生产记录》《用药记录》和《销售记录》三项记录，若误用“瘦肉精”等禁用物质导致被检出产品不合格，养殖者如能积极提供有效凭证等证据，可有效维护自身合法权益，让非法制售者承担责任，如不能提供有效的证据，须承担相应法律责任。</span></p><p style="text-indent: 2em; line-height: 2em; font-size: 15px;"><span leaf="">（二）牛羊屠宰者</span></p><p style="text-indent: 2em;line-height: 2em;font-size: 15px;"><span leaf="">进入屠宰加工场所的待宰动物应当附有《动物检疫证明》并加施有符合规定的<span class="">畜禽标识</span>。</span></p><p style="text-indent: 2em;line-height: 2em;font-size: 15px;"><span leaf="">牛羊屠宰场应当严格执行动物入场查验登记、待宰巡查等制度，查验进场待宰牛羊的产地检疫证明和畜禽标识，发现染疫或者疑似染疫的，应当立即向县畜牧业发展中心报告。</span></p><p style="text-indent: 2em;line-height: 2em;font-size: 15px;"><span leaf="">（三）牛羊肉经营者</span></p><p style="text-indent: 2em;line-height: 2em;font-size: 15px;"><span leaf="">1.落实进货查验制度：采购时，要索取、查验、留存以下凭证:</span></p><p style="text-indent: 2em;line-height: 2em;font-size: 15px;"><span style="color: rgb(0, 0, 0);">供货方主体资质：营业执照、许可证等。</span></p><p style="text-indent: 2em;line-height: 2em;font-size: 15px;"><span style="color: rgb(0, 0, 0);">进货凭证：供货者提供的含有食用农产品名称、数量、供货日期以及供货者名称、地址、联系方式等进货信息的销售凭证或者食用农产品采购协议等凭证。</span></p><p style="text-indent: 2em;line-height: 2em;font-size: 15px;"><span style="color: rgb(0, 0, 0);">产品质量合格凭证：必须查验并留存《动物检疫合格证明》，并保证货证一致。对于从屠宰企业采购的产品，还应同时查验并留存屠宰企业出具的《肉品品质检验合格证》。进口牛羊肉还须海关部门出具的入境货物检验检疫证明等。以上记录和凭证保存期限不得少于六个月。</span></p><p style="text-indent: 2em;line-height: 2em;font-size: 15px;"><span style="color: rgb(0, 0, 0);">2.严禁违法经营行为：不得采购、销售无《动物检疫合格证明》等产品质量合格证明的牛羊肉；不得采购、销售含有“瘦肉精”等违禁药物、兽药残留超标，注水注胶等不符合食品安全标准或来源不明的牛羊肉。</span></p><p style="text-indent: 2em; line-height: 2em; font-size: 15px;"><strong>二、申报检疫及《动物检疫合格证明》获取途径</strong></p><p style="text-indent: 2em; line-height: 2em; font-size: 15px;"><span style="color: rgb(0, 0, 0);">国家实行动物检疫申报制度。出售或者运输动物、动物产品的，货主应当提前3天向所在地动物卫生监督机构申报检疫。我县牛羊养殖场（户）可提前3天向所在乡镇官方兽医申报产地检疫，检疫申报点设在各乡镇农业农村服务中心。</span></p><p style="text-indent: 2em; line-height: 2em; font-size: 15px;"><span style="color: rgb(0, 0, 0);"><strong>三、违法违规后果</strong></span></p><p style="text-indent: 2em; line-height: 2em; font-size: 15px;"><span style="color: rgb(0, 0, 0);">1.对屠宰、经营、运输或者生产、经营、加工、贮藏、运输依法应当检疫而未经检疫或者检疫不合格的，农业农村主管部门将依据《中华人民共和国动物防疫法》予以查处；</span></p><p style="text-indent: 2em; line-height: 2em; font-size: 15px;"><span style="color: rgb(0, 0, 0);">2.对经营未经检疫或者检疫不合格的牛羊肉，市场监管部门将依据《中华人民共和国食品安全法》予以查处；</span></p><p style="text-indent: 2em; line-height: 2em; font-size: 15px;"><span style="color: rgb(0, 0, 0);">3.对养殖、运输、屠宰环节检测到“瘦肉精”阳性，以及发现在屠宰环节注水、注胶、注药等违法行为构成犯罪的，公安机关将依法立案侦查，追究刑事责任。</span></p><p style="text-indent: 2em; line-height: 2em; font-size: 15px;"><span style="color: rgb(0, 0, 0);"><strong>四、安徽省在产牛羊屠宰企业名单</strong></span></p><section style="text-align: center;" nodeleaf=""></section><p style="text-align: right; text-indent: 2em; line-height: 2em; font-size: 15px;"><span style="color: rgb(0, 0, 0);">霍邱县农业农村局</span></p><p style="text-align: right; text-indent: 2em; line-height: 2em; font-size: 15px;"><span style="color: rgb(0, 0, 0);">霍邱县市场监督管理局</span></p><p style="text-align: right; text-indent: 2em; line-height: 2em; font-size: 15px;"><span style="color: rgb(0, 0, 0);">霍邱县公安局</span></p><p style="text-align: right; text-indent: 2em; line-height: 2em; font-size: 15px;"><span style="color: rgb(0, 0, 0);">霍邱县畜牧业发展中心</span></p></section></section></section></section></section><section data-role="outer" data-pm-slice="0 0 []"><section style="-webkit-tap-highlight-color: transparent; outline: 0px; max-width: 100%; visibility: visible; height: 0px; box-sizing: border-box !important;"><span leaf=""><br></span></section></section><p><span style="font-size:12px;">来源：霍邱发布</span></p><p></p> {:17_832:} 看看不说话！:lol 看帖回帖是美德！{:11_518:}
